30-Year Fixed-Rate Mortgage Dips Back Below 4.00 Percent: In Freddie Mac's results of its Primary Mortgage Market Survey®, mortgage rates, fixed and adjustable, moved lower on weaker housing economic indicators as the average 30-year fixed-rate mortgage slid just below 4.00 percent for the week.
